
Palm Beach County Sheriff’s Office Chaplaincy Unit
Chaplains serve at the discretion of the Sheriff. Chaplains include representatives of all faiths who volunteer their time without compensation as a catalyst of reconciliation, bringing God’s message to the community when they need it the most. Through their training, calling and professionalism a Chaplain may respond to death notifications, natural disasters, fatal vehicle crashes, domestic violence disputes and many other critical incidents that can benefit from spiritual support.
The Palm Beach County Sheriff’s Office Chaplaincy Unit is a very diverse group of religious leaders, young and old. This group represents the three Abrahamic faiths: Judaism, Christianity, and Islam. These men and women of faith who make up the Chaplaincy Unit come from many parts of the country and shepherd flocks large and small.
Within the Judaism faith, we represent the Reform, Conservative, and Orthodox branches. Within the Christian faith, we represent many denominations from Evangelical to Mainline including Roman Catholic and Greek Orthodox Priests. Our Imam is a journalist and well-known leader of our African American community.
The Chaplaincy is not an opportunity for evangelizing or church building, but a ministry of presence to provide aid and comfort to those in need.
Kenneth Baker
I am the Pastor at FBC Lantana in the town of Lantana. My wife Pati and I have 4 children and 4 grandchildren.
I am a native of South Florida and moved to Palm Beach County in 2017. I was ordained in October 2011 and served as a Care Ministry Pastor until 2020. Prior to full time Ministry, I spent over 22 years in warehousing and logistics management. As well I am a CAR Marine, serving in both Grenada and Beruit.
I have a Bachelor’s in Ministry from Andersonville Theological Seminary. I am also a certified Crisis Intervention Counseling Specialist through the American
Institute of Healthcare Professional, Inc.
Since becoming a Chaplain with PBSO in 2020, I have attended CIT Training as well as Homeless Outreach training in order to be able to better serve those within PBSO and the community.
Norman Benz
I have been active in ministry since 1964. Judy and I have been married for 56 years. We have two sons and three grandchildren.
I have served in pastoral ministry since 1969. I was ordained in 1976. We received our ministry call to the Palm Beaches in 1981. I have been a volunteer PBSO Chaplain since March, 2015 assigned to District 3. I am the co-founding pastor of Covenant Centre International in Palm Beach Gardens since 1991 where I still remain full time as lead pastor. I enjoy sports and actively played handball until 2022. I remain a “legend in my own mind”. Serving in the chaplaincy has given me greater opportunities to serve the people of the Palm Beaches.
Educationally, I received my Master of Education from Florida Atlantic University, my Master of Divinity from the Church of God School of Theology and my Doctor of Ministry from Reformed Theological Seminary.
Jose Carrero
Chaplain J. Carrero has been serving PBSO as a Chaplain since 2015. Ordained by Buenas Noticias de Fe, he has over thirty years of ministry experience, including twenty years as a youth pastor. He has also led a middle school and high school for a prominent church in South Florida and has been the lead pastor of Blueprints Church for almost a decade.
Whether providing counseling, being present during critical calls, or simply sharing a cup of coffee and conversation, he is dedicated to fostering positive relationships and uplifting those he serves. “J” enjoys outdoor activities such as going to the beach and riding boats, especially with his five children and wife during
their vacations outside the country.
Chaplain J. Carrero believes in the power of hope, stating, “If we can breathe hope over a situation, it will give them vision for the future.”
Pete Del Valle
Chaplain Pete DelValle was born in Brooklyn, NY, and at 19 answered the call at to serve his country by joining the United States Marine Corps, where he proudly served for four years. After his military service, he built a successful career as a business owner, operating his own dry-cleaning business for 25 years.
Pete has been happily married for 33 years, a father to two adult daughters and a proud grandfather of two. Feeling a deep call to serve, he entered Saint Vincent de Paul Catholic Seminary in 2008. He graduated and was ordained to the Diaconate in 2013. He continues to serve at Saint Thérèse in Wellington and is Director of Deacon Formation for the Diocese of Palm Beach.
As a chaplain for the Palm Beach Sheriff’s Office, Pete brings his compassionate heart and listening ear to all members of the PBSO family. He looks forward to offering spiritual support, encouragement, and guidance to those who serve and protect our community.
Robert DiGloria
I am from a suburb outside of Boston, Massachusetts. I graduated with a BA in History and Education from University of Massachusetts. I was also a first lieutenant in the US Army during the Vietnam Conflict. I am a retired Massachusetts Law Enforcement Officer with 20 years of service. In 1996 I retired and moved to Florida.
I entered Ministry in 2007 and received my official ordination as Reverend Doctor with a degree in Theology from United Christian Ministries Bible College. In 2010 I became the Pastor/ Safety Security Coordinator at Christ Fellowship Church in Palm Beach Gardens. I have served as a Chaplain for PBSO since 2015 and the US Secret Service since 2017.
I have been married for over 48 years to my wife Virginia. Together we have four lovely daughters who are all married, and nine fabulous grandchildren. May God Bless and protect the dedicated men and women of the PBSO and the US Government.
Rose Etienne-Gibson
Chaplain Rose Etienne- Gibson was born in Haiti and moved to the United Stated at the age of 17. She served in the United States Air Force for 4 years, while pursuing her Bachelor degree in criminal justice at Eastern Washington University. She later obtained a Master degree in psychology and a Specialist degree in school psychology at Barry University. Rose received her Doctor of Ministry (D-Min) degree from South University.
Rose is the founder and president of A Bag of Smiles, Inc, a non-profit organization dedicated to bringing smiles and the love of Christ to underprivileged children locally and abroad. In addition to presiding over A Bag of Smiles, Rose is a wife and a mother of two adult children. She works as a school psychologist for the School District of Palm Beach County, and she is the outreach and mission pastor at Acts 2 Worship Center in Loxahatchee.
Rose strongly believes that serving others is God’s will for her life. She is excited to be of service to the men and women of the Palm Beach County Sheriff’s Office.
CB Hanif
C.B. Hanif is a longstanding member of the National Muslim American Community and Muslim Community of Palm Beach County. He is a founding member of the Florida Conference of Muslim Americans, and has served as imam for New Africa of the Palm Beaches.
Hanif served as a member of the Interfaith Clergy Committee of the Jewish Community Relations Council, president of the Delray Beach Interfaith Clergy Association, and was the first Muslim chaplain appointed to serve Palm Beach County Sheriff’s Office.
A native of Baltimore, C.B. attended the Baltimore Polytechnic Institute and Carnegie-Mellon University. He is a father grandfather who met hisand wife, Aneesha, during their 2001 hajj, or pilgrimage, to the holy city Mecca. In 2008 they attended the International Meeting of the Muslim Friends of the Focolare, the Catholic lay movement, in Castel Gandolfo, Italy.
Hanif is an award-winning journalist, who has written for The Palm Beach Post, The Muslim Journal, The Coastal Star, and Florida Weekly. He has taught audiences from both clergy and higher education and has organized innumerable interfaith gatherings to bring people to worship together. When not immersed in the wonders of scripture, nature or jazz, C.B. can be found building bridges across religious, ethnic and cultural lines, based on our shared human values.
Frank Lovine
Chaplain Frank Iovine retired after 46 years from Verizon Communications in New York City where he held an Area Operations Manager position for Central Office Equipment Installation. He has an undergraduate degree in Business Management and Communication from Adelphi University and a Master Certificate in Project Management from George Washington University.
Frank is an ordained Deacon in the Roman Catholic Church. He was ordained at Saint Patrick Cathedral by Cardinal Timothy Dolan in 2016.
Frank relocated to Delray Beach in 2017 and worships at Saint Matthews Church in Lake Worth. Frank served as a chaplain for the Delray Police Department for 4 years before transferring to Palm Beach Sheriff’s Office.
Kenneth B. Jones
Chaplain Kenneth B. Jones is a devoted servant of God renowned for his unwavering commitment to ministry and impactful leadership. He and his wife, Chiquita, serve as the senior pastors of The Boynton Beach House of Kingdom Worship, where they offer spiritual guidance and nurture a faith-centered community.
In addition to his pastoral role, Chaplain Jones contributes to his ministry as a chaplain with the Palm Beach Sheriff’s Office, providing spiritual support to those in need within the law enforcement community. He takes on various responsibilities and, alongside his wife, is actively involved in the Board of the Boynton Beach Coalition of Clergy, Trinity Counseling, and Faith in Florida. Both are also certified counselors with Prepare & Enrich.
Beyond his ministry, Ken is a dedicated family man, proudly embracing the roles of loving husband, father, grandfather, and father-in-law
Mike Kulik
I was born and raised in Pittsburgh Pennsylvania, graduated High School in 1980 and transplanted to South Florida. Although I am now a Floridian, I am still a member of the “Steeler Nation”. I have my undergraduate degree from Southeastern University in Church Leadership and am an ordained minister with the Assemblies of God since 2007.
My wife Tara and I have been married since 1989 and have three children, Marshall, Zachary, Melissa, and two grandchildren. We have done missions work throughout the world in over twenty countries on five continents. I am currently the Outreach Pastor at Bethel Assembly of God in Lake Worth.
I have served as chaplain with Billy Graham Ministries from 2017 to 2022 and I am a certified Chaplain with the International Fellowship Of Chaplains. I am excited to serve the employees at PBSO, their families, and our community.
Paul Menitoff
I am the Executive Vice President Emeritus of the Central Conference of American Rabbis (CCAR). As a rabbi for over 50 years, I derive my greatest satisfaction from helping rabbis, lay leaders, congregants, and PBSO personnel solve problems, function better, and live more satisfying and meaningful lives.
I am retired and enjoy life with my wife of 57 years, our sons, daughters-in-law, and 2 teenage grandsons. I continue to write about theology and exercise almost daily.
I have served as a PBSO Chaplain since 2010. I also cofounded a project which promotes fair and impartial policing along with PBSO Chaplain C.B. Hanif.
I graduated in 1963 from the University of Cincinnati (B.A.), studied in Israel in 1963-64, and was ordained from the Cincinnati campus of the Hebrew Union College (1970, B.H.L., M.A.H.L.; 1995, honorary Doctor of Divinity).
Steven Moss
I am Rabbi Steven Moss and I live with my wife Judy in Boynton Beach. We have been enjoying Florida for over 40 years, and can now truly do this after retiring from my congregation on Long Island in 2019, where I served as Rabbi for 47 years.
I currently serve as Rabbi for Temple Sinai of Palm Beach County, located in Delray Beach. I proudly served the Suffolk County Police Department as chaplain from 1986 to 2019 and hold the rank of Chief Chaplain Emeritus. I love cycling and traveling. I am also a student of Kabbalah (Jewish mysticism) and teach numerous programs on Kabbalah and meditation. I received Chaplain of the Year and Rabbi of the Year from the New York Board of Rabbis, as well as recognition from the Police Department, the Suffolk County Executive’s office and the District Attorney’s office. I published three books, including “God is With Me; I Have No Fear”.
It is my honor to serve the PBSO and I wear my uniform with great pride.
Omar Palmer
A native of the Caribbean Island of Jamaica, Chaplain Omar Palmer is married to Sheryl, a native of Honduras. Their union has produced 2 sons, PJ and Noah.
He graduated from Canadian University College, now Burman University, with a Bachelors Degree in Religion. Subsequent to that he pursued and attained a Masters of Divinity degree at the Andrews SDA Theological Seminary in Michigan. Omar is a Board-Certified Clinical Chaplain and Pastoral Counselor through the College of Pastoral Supervision & Psychotherapy with over twenty years of full-time service to the Church and Community. He is currently pursuing a Doctoral Degree in Organizational Leadership with emphasis on Addiction Counseling.
Omar has served with distinction as a Pastor, Chaplain with the Washoe County Sheriff’s Office in Nevada, and volunteer Hospital Chaplain in Toronto and Florida. Currently he is the Senior Pastor of the Palm Springs SDA Church in Lake Worth, Florida. In his ministry travels, Omar has ministered in the Caribbean, North & Central America and Europe.
Jerry L. Pugh
Jerry L. Pugh is a proud native of Polk County. For the past 32 years, he has been happily married to the love of his life, Laura, and together they have raised five wonderful children. With over a 30-year tenure as a pastor, Jerry has dedicated his life to serving his community and guiding others.
In addition to his pastoral work, Jerry spent 12 years working in the Department of Juvenile Justice (DJJ), bringing his expertise in counseling to help and mentor young people. He is an alumnus of Palm Beach State College, where he specialized in counseling.
Jerry is a servant leader, life coach, and community voice. His commitment to being a soul winner, chaplain, and friend to many has made a lasting impact on those around him. Above all, Jerry is a devoted follower of what is good, constantly striving to make the world a better place through his actions and words.
In his free time, Jerry enjoys serving others, playing golf, offshore fishing, and traveling.
Jacob Roedsens
I am the pastor at Our Savior Lutheran Church in downtown Lake Worth Beach. I have been married to my wife Cecilia since 2007 and we have 3 children, Aria, Isaiah, and Joshua.
We moved to Florida in 2018 from St Louis. Before moving here, I consulted for the State of Wisconsin as an ombudsman and worked as a store manager for Lowes and Home Depot. I have served as a volunteer chaplain with PBSO since 2018 and enjoy it immensely.
I got involved in law enforcement chaplaincy because I want to be a resource for law enforcement and their families. Too often I have seen people feel like they have nowhere to turn with personal and private concerns for many reasons, but a big one is a fear that they could either halt their careers or have a stigma around them. I have tried and will continue to be someone you can turn to should you ever have anything you want to discuss.
Jordan Sorber
Jordan has been the Adult Ministries and Discipleship pastor at West Pines Baptist Church for the last ten years.
Jordan graduated from Liberty University with a bachelor’s in biblical studies and a Master of Divinity in pastoral counseling. He is currently enrolled at Southeastern Biblical Theological Seminary and is in the process of receiving a Doctor of Ministry with an emphasis in Expositional Preaching.
Jordan married his high school sweetheart, Anna, and has been married for 14 years. He has four children, ages 11,9,7 and 3. Jordan has served as a chaplain with PBSO for over two years.
Christopher Williams
Chris Williams is one of our newer Chaplains to serve with PBSO. He lives in Lake Worth Beach with his family. He and his wife have been married for 25 years, and have 3 children (21M, 18F, and 13M). They worship and serve at West Pines Baptist Church in Greenacres.
Chris manages a local pest control company, and has been in ministry for more than 12 years. He has served as a deacon, an adult and children’s Bible teacher, a choir member, and a small-group member and leader. He helps oversee WPBC’s Church Safety Team, and helps lead the Men’s Ministry there. He has served as a prison chaplain for many years, and is a Advisory Council member for the Okeechobee Correctional Institution Kairos program. He is an ordained chaplain and has training in grief counseling, premarital counseling, active listening, and critical incident stress management, among others. He cares for others with a ministry of presence, loving people as they are, without judgment or condemnation

Fr. Mychal Judge
Fr. Mychal Judge was a larger-than-life well-known FDNY Chaplain. On September 11th, 2001 Father Judge rushed into the World Trade Center without a thought for his own safety. His only thought and mission as he entered the tower was to seek out Firefighters he might provide comfort to. He was administering the sacrament of last rites to a fatally injured Firefighter when debris fell. The debris fatally struck Judge calling him home for his final mission.
Judge is a true hero and was described by one if his colleagues as “…one of greatness of heart, and a man that will never be forgotten”.

As a rabbi for over 50 years, I derive my greatest satisfaction from helping rabbis, lay leaders, congregants, and PBSO personnel solve problems, function better, and live more satisfying and meaningful lives.
I am retired and enjoy life with my wife of 57 years, our sons, daughters-in-law, and 2 teenage grandsons. I continue to write about theology and exercise almost daily.
I have served as a PBSO Chaplain since 2010. I also cofounded a project which promotes fair and impartial policing along with PBSO Chaplain C.B. Hanif.
I graduated in 1963 from the University of Cincinnati (B.A.), studied in Israel in 1963-64, and was ordained from the Cincinnati campus of the Hebrew Union College (1970, B.H.L., M.A.H.L.; 1995, honorary Doctor of Divinity).
Steven Moss
I am Rabbi Steven Moss and I live with my wife Judy in Boynton Beach. We have been enjoying Florida for over 40 years, and can now truly do this after retiring from my congregation on Long Island in 2019, where I served as Rabbi for 47 years.
I currently serve as Rabbi for Temple Sinai of Palm Beach County, located in Delray Beach. I proudly served the Suffolk County Police Department as chaplain from 1986 to 2019 and hold the rank of Chief Chaplain Emeritus. I love cycling and traveling. I am also a student of Kabbalah (Jewish mysticism) and teach numerous programs on Kabbalah and meditation. I received Chaplain of the Year and Rabbi of the Year from the New York Board of Rabbis, as well as recognition from the Police Department, the Suffolk County Executive’s office and the District Attorney’s office. I published three books, including “God is With Me; I Have No Fear”.
It is my honor to serve the PBSO and I wear my uniform with great pride.
Omar Palmer
A native of the Caribbean Island of Jamaica, Chaplain Omar Palmer is married to Sheryl, a native of Honduras. Their union has produced 2 sons, PJ and Noah.
He graduated from Canadian University College, now Burman University, with a Bachelors Degree in Religion. Subsequent to that he pursued and attained a Masters of Divinity degree at the Andrews SDA Theological Seminary in Michigan. Omar is a Board-Certified Clinical Chaplain and Pastoral Counselor through the College of Pastoral Supervision & Psychotherapy with over twenty years of full-time service to the Church and Community. He is currently pursuing a Doctoral Degree in Organizational Leadership with emphasis on Addiction Counseling.
Omar has served with distinction as a Pastor, Chaplain with the Washoe County Sheriff’s Office in Nevada, and volunteer Hospital Chaplain in Toronto and Florida. Currently he is the Senior Pastor of the Palm Springs SDA Church in Lake Worth, Florida. In his ministry travels, Omar has ministered in the Caribbean, North & Central America and Europe.
Jerry L. Pugh
Jerry L. Pugh is a proud native of Polk County. For the past 32 years, he has been happily married to the love of his life, Laura, and together they have raised five wonderful children. With over a 30-year tenure as a pastor, Jerry has dedicated his life to serving his community and guiding others.
In addition to his pastoral work, Jerry spent 12 years working in the Department of Juvenile Justice (DJJ), bringing his expertise in counseling to help and mentor young people. He is an alumnus of Palm Beach State College, where he specialized in counseling.
Jerry is a servant leader, life coach, and community voice. His commitment to being a soul winner, chaplain, and friend to many has made a lasting impact on those around him. Above all, Jerry is a devoted follower of what is good, constantly striving to make the world a better place through his actions and words.
In his free time, Jerry enjoys serving others, playing golf, offshore fishing, and traveling.
Jacob Roedsens
I am the pastor at Our Savior Lutheran Church in downtown Lake Worth Beach. I have been married to my wife Cecilia since 2007 and we have 3 children, Aria, Isaiah, and Joshua.
We moved to Florida in 2018 from St Louis. Before moving here, I consulted for the State of Wisconsin as an ombudsman and worked as a store manager for Lowes and Home Depot. I have served as a volunteer chaplain with PBSO since 2018 and enjoy it immensely.
I got involved in law enforcement chaplaincy because I want to be a resource for law enforcement and their families. Too often I have seen people feel like they have nowhere to turn with personal and private concerns for many reasons, but a big one is a fear that they could either halt their careers or have a stigma around them. I have tried and will continue to be someone you can turn to should you ever have anything you want to discuss.
Jordan Sorber
Jordan has been the Adult Ministries and Discipleship pastor at West Pines Baptist Church for the last ten years.
Jordan graduated from Liberty University with a bachelor’s in biblical studies and a Master of Divinity in pastoral counseling. He is currently enrolled at Southeastern Biblical Theological Seminary and is in the process of receiving a Doctor of Ministry with an emphasis in Expositional Preaching.
Jordan married his high school sweetheart, Anna, and has been married for 14 years. He has four children, ages 11,9,7 and 3. Jordan has served as a chaplain with PBSO for over two years.
Christopher Williams
Chris Williams is one of our newer Chaplains to serve with PBSO. He lives in Lake Worth Beach with his family. He and his wife have been married for 25 years, and have 3 children (21M, 18F, and 13M). They worship and serve at West Pines Baptist Church in Greenacres.
Chris manages a local pest control company, and has been in ministry for more than 12 years. He has served as a deacon, an adult and children’s Bible teacher, a choir member, and a small-group member and leader. He helps oversee WPBC’s Church Safety Team, and helps lead the Men’s Ministry there. He has served as a prison chaplain for many years, and is a Advisory Council member for the Okeechobee Correctional Institution Kairos program. He is an ordained chaplain and has training in grief counseling, premarital counseling, active listening, and critical incident stress management, among others. He cares for others with a ministry of presence, loving people as they are, without judgment or condemnation

Fr. Mychal Judge
Fr. Mychal Judge was a larger-than-life well-known FDNY Chaplain. On September 11th, 2001 Father Judge rushed into the World Trade Center without a thought for his own safety. His only thought and mission as he entered the tower was to seek out Firefighters he might provide comfort to. He was administering the sacrament of last rites to a fatally injured Firefighter when debris fell. The debris fatally struck Judge calling him home for his final mission.
Judge is a true hero and was described by one if his colleagues as “…one of greatness of heart, and a man that will never be forgotten”.
